Purpose

Following a tender exercise in 2021, Ameresco Ltd were appointed
to identify feasible energy saving measures in schools and develop
Investment Grade Proposals (IGPs) at no cost to the council. The
tender was done through the RE:FIT framework and aimed
to select a service provider who could identify and deliver energy
efficiency works in Camden’s schools and corporate property
for a value of £100m. This report refers to Phase 3 of the
programme and the pilot site, which involves two of the school
sites included in the tender package.
 
Having completed the IGPs, the report seeks approval of the
award of two contracts for Energy Efficiency Works at:

Brookfield Primary, for a value of
£2,228,733

-      
Hampstead School, for a value of £2,417,611
 
The proposed measures include LED lighting, insulation, double
glazed windows, mechanical ventilation, solar PV (photovoltaics),
heat pumps and electrical infrastructure upgrades. These works will
deliver carbon savings to the schools and contribute to the
Council’s vision of reaching net zero carbon by 2030. In
addition, the reduction in energy demand will assist schools in
managing current surge in energy prices. The works at Hampstead are
partially funded by a PSDS (Public Sector Decarbonisation Scheme)
grant, the remaining funding has been allocated and
confirmed  from internal schools
capital budgets.
 
The contract will start in June 2024 and complete by the end of
March 2025 to meet grant funding deadlines.
 
The contract award report will subsequently be presented to
Director of Property Management for approval. The Leader of the
council has delegated authority to the Director of Property
Management to award the contract to ensure the council meets the
required grant funding deadlines – refer to Procurement
Strategy for Energy Efficiency Works in Educational and Corporate
Property (SC/2021/31) signed by the Leader of the Council on 12
July 2021.
