Purpose
This report proposes to commission a Client Representative to
provide consultancy service and support for progressing the
Regeneration Strategy for Regis Road. The procurement approach is
to use the Notting Hill Genesis Framework Agreement.
The Client Representative will collaborate closely with the
Council’s project team, to provide the technical assurance to
the Council that Yoo Capital are discharging their obligations
relating to the Council’s replacement facilities and homes
under the conditional land sale
agreement.
Additionally, they will provide critical friend services,
providing reviews and feedback on broader site delivery managed by
the developer and their appointed construction contractor and
consultants. These will include review of masterplan, planning
application, pre and post contract cost and quality monitoring
advice.

That the Director of Economy, Regeneration and
Investment agrees:
1.
To approve the procurement strategy, which includes a price/quality
split of 30/70 and contract term of 6-7 years (with break clauses
according to identified work phase workstreams) for an estimated
fee of £300,000-£400,000.
2.
That the procurement project shall proceed to the next stage of the
contract award process (known as Tollgate 02)
