Purpose

This report sets out the procurement strategy for the packages
within the second part the feasibility stage of the Holborn
Liveable Neighbourhood (HLN) scheme.
 
The Mayors Transport Strategy (MTS) has set an aim for 80 per
cent of all journeys in London to be conducted on foot, by cycle or
by public transport by 2041. The Transport for London (TfL) funded
Liveable Neighbourhoods (LN) programme was created to fund projects
in boroughs that will help to deliver this goal; to make walking,
cycling and using public transport easier and encourage fewer trips
by car.
 
In 2019 Camden successfully bid to the LN programme for the
Holborn scheme, with £9.4m of TfL funding being secured. When
the Covid-19 pandemic hit, the impact on TfL finances meant that
all LN funding was suspended. However, TfL have now provided
funding (see below) which has enabled us to restart the
programme.
 
The HLN scheme aims to promote walking, cycling and public
transport use, as well as reducing barriers to these modes. It will
also aim to create a safer neighbourhood environment for people to
travel to and from and reduce road dangers. Another major objective
is to increase the amount of green space, improve air quality and
create a more attractive neighbourhood. The first step of this
requires feasibility works aimed at progressing the scheme through
TFL’s “gate system” with the view to secure
further funding for design and implementation.
 
As the project progressed through the feasibility stage,
additional activities required as part of this stage have been
identified. To capture the additional activities required to
progress the project through feasibility stage, this Part 2
Procurement Strategy identifies new required contracts with an
estimated total value of £250,000. The report also seeks a
waiver of Contract Standing Orders to extend the contract with
Norman Rourke Pryme for Design and Modelling Services, for a value
of £15,000.
 
The work will be covered partly by TfL funding and partly
through Section 106 funds.
 
For contracts over the Direct Award limit of £45,000, the
proposed procurement route is to obtain a minimum of three quotes
for each relevant package of works via a Request for Quotation
(RfQ) process. Each element will be separately assessed. This is to
secure best value and highest quality in service delivery, as the
expertise required varies significantly. For contracts below the
Direct Award limit, the proposed procurement route will be either
Direct Award or the above RfQ process where deemed appropriate.

procurement strategy for Items B, C, D, E, F, G, and H, as set out
in this report for contracts not exceeding £250,000
total.
 
2.       For Item A,
a waiver of Contract Standing Orders to agree the extension to the
Design and Modelling contract with Norman Rourke Pryme for a total
value of up to £15,000.
