Purpose

This report outlines proposals to provide a total of 44 new
cycle (bike) hangars, across 24 sites in the Borough in the wards
listed above. A public consultation on proposals for the 24 sites
detailed in this report, took place from 19th October 2023 to 9th
November 2023. A statutory Traffic Management Order (TMO)
consultation was also undertaken from 19th October 2023 to 9th
November 2023, in parallel with the public consultation.
 
This report also outlines proposals for an existing E-scooter
and Cycle Hire Bay to be extended on Fawley Road and street trees
to be planted at 2 of the 24 sites as detailed in section 2.5 of
this report. The proposal for the site on Vale of Health is not
being taken forward for the reasons given in section 2.7 of this
report and Appendix ‘D’ (Summary of consultation
responses).
 
These proposals meet the objectives of We Make Camden by helping
to create clean, vibrant, and sustainable places by providing bike
hangars, which would help to encourage residents to cycle more
instead of driving motor vehicles. This would in turn contribute to
improving air quality and lowering carbon emissions in the
borough.
 
 

Content

THAT the Chief Engineer in consultation with the Director of
Environment and Sustainability, having considered the rationale and
criteria for the proposals in this report, and subject to
compliance with relevant statutory requirements:

•        
notes the responses received relating to the installation of 44 new
bike hangars during: (1) the informal public consultation
undertaken from 19th October 2023 to 9th November 2023 and (2) the
statutory TMO consultation also undertaken from 19th October 2023
to 9th November 2023;

•        
approves the recommended proposals, including where necessary the
making and implementation of the TMO amendments consulted on for 43
new bike hangars at 23 of the 24 sites as summarised in sections 2
and 7 of this report (Vale of Health proposal not being taken
forward);

•        
The proposed hangar location for Vale of Health to not be
implemented at this time and to be reconsidered in a future phase
following more community engagement.

•        
approves the recommended proposals, including where necessary the
making and implementation of the TMO amendments consulted on for an
extension of an existing dockless vehicle parking bay
(rental e-bikes and e- scooters) at 1 of the 24 sites as summarised
in sections 2 and 7 of this report;

•        
and delegates to the Transport Design Team Manager the authority to
take any further decisions required for the implementation of the
recommended proposals.
