Purpose

This report seeks approval from the Director of Environment and
Sustainability, in consultation with the Cabinet Member for a
Sustainable Camden, to agree the process and timeframes for the
statutory Traffic Management Order (TMO) consultations that are the
next step in the development and delivery of the parking fees and
charges, and terms and conditions, proposals that were approved by
Cabinet on
28th February 2024 (Parking Policy Review:
SC/2023/37).
The proposals approved by Cabinet to parking fees and
charges and terms and conditions, following public consultation in
autumn 2023, sought to ensure the way parking is facilitated
contributes to meeting local and regional policies and objectives
on sustainable transport, road safety, climate change, air quality
and public health.
Recommendation 4 of the Cabinet report sought (and received
approval for) permission to delegate to the Director of Environment
& Sustainability, in consultation with the Cabinet Member for a
Sustainable Camden, consideration of statutory consultation stages.
Accordingly, this report seeks approval for splitting the TMO for
the above proposals into two distinct phases and sets out a
timetable for both of those steps, with the majority of the
recommended changes being subject to a TMO in July/August 2024
(Phase 1), and the remainder later on during 2024 calendar year
(Phase 2).
In line with the
delegated authority approved by Cabinet in February 2024, any
objections to those TMO phases would also be considered/decided on
by the Director of Environment & Sustainability in consultation
with the Cabinet Member for a Sustainable Camden.

THAT the Director of Environment and
Sustainability, in consultation with the Cabinet Member for a
Sustainable Camden, and in consideration of the Parking Policy
Review (SC/2023/37) report (which in turn considered the outcome of
public consultation, Equalities Impact Assessment, strategic
drivers and data/information), approves the proposal to undertake
the Traffic Management Order phase of the Parking Policy Review
proposals in two distinct phases during 2024 (July/August 2024 for
Phase 1, and then late Autumn 2024 for Phase 2), for reasons set
