Purpose

This report seeks endorsement of
a contract extension to the contract for the Pan
– London Sexual Health E-service. London’s online
Sexual Health e-service is part of the Pan London Sexual Health
Transformation Program (LSHTP) whose objective is to manage and
deliver an efficient online service as part of a wider healthcare
system that responds effectively to the sexual and reproductive
health needs of London’s
residents. 
 
The Pan-London Sexual Health
E-service commenced on 15th August 2017 and is hosted on behalf of
partnering London local authorities by the City
Corporation.  The minimum term of this contract
ended in August 2022, and it was extended by 3 years to August
2025, by a decision of the E-Service Management Board (ESMB) of the
London Sexual Health Transformation Programme (LSHTP) in September
2021. 
 
A further allowable final year
extension is permitted under the terms, up to 31 August 2026. The
LSHTP have indicated that the additional time is necessary for the
authorities to approve a new procurement strategy for a new
contract, and for the City Corporation to deliver the end-to-end
procurement on the partnership’s behalf. 
Although the contract extension is not due to start until August
2025, City Corporation require sufficient time to coordinate the
governance processes of the 27 participating London boroughs, hence
why this extension is being sought so far in advance.
 
Therefore, this report seeks
approval for an extension of up to 12 months in readiness for the
final, agreed timeframe.
 
The contract extension report will subsequently be
presented to the Director of Health and
Wellbeing for approval in line with Contract Standing
Orders.

THAT the Director of Health and
Wellbeing approves the extension of the contract for a period of up
to 12 months.
The value of this contract set out in the London Inter
Agency Agreement is £337,000 per annum. 
This is an activity based contract and costs now exceed this value.
Increased costs are offset by reduced costs of in-person testing in
clinics.
