Purpose

This report sets out the proposed procurement approach to the
commissioning of the installation and maintenance of a Compressed
Natural Gas (CNG) filling station at York Way depot, including the
provision of Natural Gas.
 
The London Borough of Camden currently have a contract with Air
Liquide for the provision of Bio-CNG through a suitable high
pressure CNG filling station at York Way Depot, Freight Lane (7
York Way), London, N1C 4BE, which provides fuel for an existing
fleet of 32 CNG vehicles owned and operated by the
Council.  As well as the fuel provision, Air
Liquide originally supplied and installed the filling station, and
currently maintain and operate the site on behalf of the London
Borough of Camden.  The current Contract is due
to expire on 14 February 2025.
 
To ensure the Council can continue to provide fuel for its fleet
of CNG vehicles to assist in our ambitions to continue to Green our
Fleet, officers have undertaken market engagement and reviewed all
potential options available at this stage. It is proposed that the
Council undertake an open procurement process to award a new
contract to a supplier to install a new filling station and to
provide the ongoing maintenance for the  
from 14 February 2025, for an estimated initial capital cost of up
to £400,000, and an estimated value of £90,000 per
annum for the continued supply of gas and ongoing maintenance, for
a total estimated contract value of up to
£1,000,000. 
 
The report is being submitted to the Executive Director of
Supporting Communities in line with Contract Standing Orders which
state that an Executive Director must agree procurement strategies
for contracts with a value £500,000 to £1million (CSO
C3.4).
