Purpose

This report seeks approval from the Director of Environment and
Sustainability to:

•        
Make permanent the current trial Healthy School Street scheme for
St Mary & St Pancras Primary School and Blossom House School in
an adjusted layout no longer covering a section of Polygon Road,
between Werrington Street and Eversholt Street. The current trial
is an extension to the permanent Healthy School Street scheme which
covers the section of Polygon Road between Werrington Street and
Chalton Street.

•        
Make permanent the current trial Healthy School Street scheme for
Regent High School, covering sections of Chalton Street and
Cranleigh Street.

•        
Make permanent the current trial Healthy School Street scheme for
Edith Neville Primary School, covering Purchese Street and a
section of Charrington Street.

•        
Make permanent the current trial Healthy School Street scheme for
Maria Fidelis Catholic School, which covers the whole of Drummond
Crescent and Doric Way.
 
If approved, the proposed Healthy School Street schemes for St
Mary & St Pancras Primary School and Blossom House School,
Edith Neville Primary School and Regent High School would make
permanent timed motor vehicle restrictions (with exemptions)
between 8am – 9.30am and 3pm – 4pm, Monday to Friday
during term time. The proposed scheme for Maria Fidelis Catholic
School would be in place between 8am – 9am and 2.45pm –
4pm, Monday to Friday during term time.
 
The proposed extended schemes outside St Mary & St Pancras
Primary School, Blossom House School, Regent High School, Maria
Fidelis Catholic School and Edith Neville Primary School were
implemented under 18-month Experimental Traffic Orders (ETOs). The
ETOs came into force on 25 May 2023.
 
Healthy School Streets seek to create safer and healthier
streets by reducing traffic flows and implementing physical
measures to facilitate active travel at the beginning and end of
the school day during school term time, in line with the objectives
of Camden’s Transport Strategy. The report follows a
consideration of relevant policies, monitoring data and engagement
undertake before and during the trial period. The schemes meet the
objectives of We Make Camden creating clean, vibrant, and
sustainable places and making it easier for people to travel by
bike.
 
 

Content

THAT the Director of Environment and Sustainability, having
considered the proposals in relation to the objectives set out in
the Camden Transport Strategy and the Climate Action Plan,
alongside monitoring data (see Appendix C), engagement outcomes
(see Appendix B) the Equalities Impact Assessment (EQIA) (see
Appendix A), having due regard to the needs set out in section 149
of the Equality Act 2010 and subject to compliance with statutory
requirements:

(i)      
Approves retaining (making permanent) the current trial Healthy
School Street schemes for Edith Neville Primary School, Maria
Fidelis Catholic School and Regent High School.
(ii)      Approves making
permanent the current trial Healthy School Street schemes for St
Mary & St Pancras Primary School and Blossom House in an
adjusted layout no longer covering Polygon Road, between
Eversholt Street and Werrington Street.
(iii)      Delegates to
the Chief Engineer the authority to take any further decisions
required for the implementation of the schemes.
