Purpose

To consider directly awarding a contract to undertake the
replacement of the external wall insulation on 4 blocks at the
Birkenhead estate.

Consideration was given to a report of the Executive Director
Supporting Communities
 
DECISION –
 
That the Leader of the Council:
 

     
i)        
Approves the strategy and direct award of contract for the cladding
replacement works at the Birkenhead Estate to Pavehall PLC for
£5.6m as required under Contract Standing Order C4.2;

    
ii)        
Approves a waiver to Contract Standing Order C3.1’s
requirement that a contract of this value should be subject to a
competitive tendering process in line with Contract Standing Order
F3.4; and

  
iii)        
Agrees that the above decisions be exempt from call-in, as agreed
by the Chair of the Housing Scrutiny Committee, for the reasons set
out at paragraphs 1.5 – 1.6 of the report.
