Purpose

This report provides details of four Streatery schemes for
outdoor dining and other changes that were installed under
Temporary Traffic Orders (TTOs) in 2020/2021 on Doric Way, Great
Queen Street, Charlotte Street and Regent’s Park Road/Erskine
Road.  Following public consultation and a
Decision Report in 2022, the Streateries and other changes were
extended for a further 18 months as a trial under an Experimental
Traffic Order (ETO) which came into force on 30 April
2023.  A decision is now being sought on whether
or not to make this ETO permanent for these trial
schemes.
 
The recommendations in this report are made considering
relevant policies, feedback and monitoring data collected during
the trial period, a full public consultation on proposals contained
in this report, and an updated Equalities Impact
Assessment.
 
The proposals, as set out in Section 2 of this Report,
include permanently removing waiting and loading provision on the
above mentioned streets in order to provide outdoor dining space in
the carriageway protected by barriers, for the proposed permanent
Streateries, and re-instating parking provision where Streateries
are proposed to be removed at the end of the trial period on
Regent’s Park Road and Erskine Road.
 
The proposals also include introducing a permanent gateway
feature on Regent’s Park Road, close to the junction with
Primrose Hill Road. As also set out in Section 2 of this report,
the gateway feature includes widened footways, planting and seating
to change the look and feel of this part of the street and to
create a sense of arrival at the retail area of Regent’s Park
Road as a first step to transforming this local high
street.

THAT the Director of Environment
and Sustainability, following consultation with the Cabinet Member
for Planning and a Sustainable Camden, and having considered the
proposals in relation to the objectives set out in the
Camden Transport
Strategy, the public consultation results
(Section 6 and Appendix B), the Equality Impact Assessment
(EqIA) (Appendix E), having due regard to the
needs set out in section 149 of the Equality Act 2010, and subject
to compliance with relevant statutory requirements and detailed
design:
 

(i)            
approves the implementation of the proposed permanent
Streateries set out in Section 2 of this report;
and

(ii)           
delegates to the Chief Engineer the authority to take any
further decisions required for the implementation of the
recommended proposals.
