Purpose

This report sets out the results of the procurement
process for the appointment of providers for all 7 lots for the
Young People’s Pathway Service, which were tendered under the
‘Light Touch Regime’ using an open procurement process
(lots 1, 3, 6 & 7) and competitive procedure with negotiation
(lots 2, 4 & 5). 
 
The appointment of the providers will enable the Young
People’s Pathway Service to continue to run and provide
invaluable support and protection to young people in the
borough. 
 
The report sets out the outcome of the procurement
processes and asks for endorsement of the award of the contracts to
the following:

The contracts will be for an initial period of 3 years
commencing 1st November 2018 (for lots 1, 2, 4, 5, 6 and 7) and 1st
February 2019 (for lot 3) with an option to extend for a maximum
period of 4 years (2+2) at the sole discretion of the Council. The
indicative costs for these services will be c£8,838,000 for
the initial period of 3 years and c£20,880,948 if the 2
extension periods are taken. 
 
The tender process has achieved £102,000 savings
over the initial contract term (3 years) from all 7 lots, with the
potential savings over 7 years being £455,052 if all
contracts are extended to the maximum period
available

THAT the Executive Director, in consultation with the Cabinet
Member for the Best Start in Life, to whom this report is submitted
endorse the award of contracts to:
 
1.   
Centrepoint Soho for Lot 1 Assessment and Progress Service Male
Only, for a total contract value of £1,041,891
(£2,513,144 in aggregate including extensions).
2.   
St Christopher’s Fellowship for Lot 2 Assessment and Progress
Service Mixed for a total contract value of £1,359,183
(£3,188,803 in aggregate including extensions).
3.   
Centrepoint Soho for Lot 3 Progress Service Medium to High Support,
for a total contract value of £1,979,355 (£4,678,635 in
aggregate including extensions).
4.   
On Housing Group for Lot 4 Progress Service Low to Medium Support,
for a total contract value of £1,199,982 (£2,799,958 in
aggregate including extensions).
5.   
One Housing Group for Lot 5 Young Parent High Support Service, for
a total contract value of £1,529,829 (£3,569,601 in
aggregate including extensions).
6.   
Depaul UK Lot 6 Specialist Mental Health Complex Needs
Service, for a total contract value £1,443,080
(£3,447,915 in aggregate including extensions).
7.   
Centrepoint Soho for Lot 7 Move Through Service, for a total
contract value £284,680 (£682,892 in aggregate
including extensions).
8.   
That a Tollgate 3 – Contract Management Review be presented
to LCPB in May 2020.
