Purpose

This report seeks approval of the award of contract for
the commissioning of the Guardianship Services concession contract.
The contract is responsible for  commissioning of security to
residents of surrounding properties in the block by keeping vacant
properties occupied and reducing the opportunity for vandalism and
squatting. 
 
Following the decision to start a new procurement endorsed
by Commissioning Procurement Board on 13 June 2023 and approved by
the Executive Director Supporting Communities, Procurement
retendered for the services. It is proposed that a contract for an
initial term of 3 years, with an optional 1 year
extension, be awarded to DEX Property Management Limited, following
completion oof the tender process.
 
DEX offered the highest income share % (68.30%) based on
an estimated generated annual income of
£3,101,868.00.
 
The award of this concession contract is based on DEX
tender being the most economically advantageous tender in respect
of the selection and award criteria set out in the Invitation to
Tender.

RESOLVED –
 
THAT, following consultation with the
Cabinet Member for Better Homes, the Guardianship Services
concession contract be awarded to DEX Property Management Limited
for an initial period of 3 years plus an optional extension of 1
year the total income share % of 68.30%, as set out in the
report.
