Decision

AGREED: that

1)    the signing of a Works Optimisation and Services agreement (WoS) with ‘Cenergist’ the appointed service provider be approved. In accordance with the Re:fit 4 call off contract procedures to deliver the works as set out in the Investment Grade Proposal (IGP) attached in Appendix 1.  Value of WoS = £1,395,658

2)    an invest to save loan agreement with SALIX be signed for the value of £600,000 with an interest rate of 2.05% repaid over 10 years.

3)    Subject to receipt of Welsh Government Ynni Capital Grant funding  the contract be varied using contract variation procedures set out within WoS agreement, to revise the IGP to deliver additional works specifically covered by the Welsh Government Ynni Capital Grant funding.  Additional value of variation is subject to receipt of funding requested from Welsh Government = + £837,719

Reasons for the decision

·       As set out in Cabinet paper ref: Refit 4 – Energy Conservation Retrofit Programme – Jan 2024, to deliver a number of retro fit energy conservation works packages  delivering carbon, consumption and costs savings across the estate portfolio, In support  of Cardiff Councils ‘One Planet’ carbon reduction strategy.

·       Following the ODR of March 2024 to appoint Cenergist as service provider to commence with the development of High Level Appraisals (HLA’s) leading to Investment Grade Proposals (IGP’s) for delivery through the WoS agreement.

·       This is the next approval stage of the Re:Fit 4 programme as outlined in the January Re:Fit 4 Cabinet Report.
