Purpose

To produce a comprehensive approach to parking management across the city, in support of the Council’s approved 10 year transport strategy, taking full cognisance of responses to the City Parking Plan public and specialist consultations.

The CPP will prioritise parking for those who need it most, enable residents to park close to their homes, provide opportunities for a turnover of customers for local businesses and simplify parking restrictions. 

This would be achieved by organising on-street parking into coherent administrative areas, the phased roll-out od parking zones, supporting blue badge holders, carers and residents by reducing commuter parking and congestion to free-up road space.

Decision

RESOLVED: that

  1. the City Parking Plan be approved (attached at Appendix 3)
  1. the Parking Policies be approved (attached at Appendix 4) 
  1. the Director Governance and Legal Services be instructed to carry out the statutory consultations to make any Traffic Regulation Orders (TROs) that may be required to ensure compliance with recommendation 2 outlined above, and subject to there being no unwithdrawn objections, that the TRO be made.
  1. Authority be delegated to the Director of Planning, Transport & Environment, in consultation with the Cabinet Member for Climate Change, Strategic Planning & Transport and the Council’s Section 151 Officer, to prepare and to approve:

a)          The Parking Design Standards specified within section 1.2 of the Parking and Traffic Regulation Policies and Operational Standards 2025

b)          Any future amendments that from time to time may be considered necessary to the Operational Standards contained within the Parking and Traffic Regulation Policies and Operational Standards 2025

c)          The Phase 2 (Medium Term) and Phase 3 (Long Term) Zonal Programme
