Purpose

Approval is sought to commence a phased approach to recommissioning/remodelling existing housing-related support services such as:

• Supported Homeless Accommodation
• Young Persons Gateway including Supported Accommodation, Mediation and Community Support Services
• Refuge and Community Support Services for Women and Men affected by Domestic Violence 
• Housing Related Floating Support Services

The plan sets out a phased approach for tendering a range of housing related services over a seven-year period.

Appendix B is not for publication as it contains confidential information pursuant to paragraph 14 of Part 4 of Schedule 12A to the Local Government Act 1972.  The Legal Advice located at Appendix C is not for publication as it includes information pursuant to paragraph 16 of Part 4 of Schedule 12A to the Local Government Act 1972

RESOLVED: that

1. the implementation of the phased Housing Support Programme Commissioning Plan at Appendix A be approved to ensure compliance with legislation and Council processes.

1. authority be delegated to the Director of Adults, Housing & Communities, in consultation with the Cabinet Member for Housing and Communities, the Council’s Corporate Director of Resources (S151 Officer) and the Director of Governance and Legal to implement Phase 1 of the Commissioning Plan for the tendering of housing related support and other supplementary services.

1. It be agreed to continue with the services as set out in paragraph 72 and delegate approval to the Director of Adults Housing and Communities in consultation with the Cabinet Member for Housing and Communities, the Council’s Corporate Director of Resources (S151 Officer) and the Director of Governance and Legal to approve award of each contract.
