Purpose

As part of the Get Britain Working Strategy, Connect to Work is a DWP funded and led programme to provide targeted support to tackle economic activity through a ‘supported employment’ model.

Activity will be delivered at a local level, but will be managed by an Accountable body at a regional level. Cardiff will be part of the South East Wales region.

Decision

RESOLVED: that

  1. Cardiff Council assumes the role of Grant Recipient Body on behalf of the South East Wales Region, as set out in the report (paragraphs 20-30).

  2. the creation of a Grant Recipient Body Central Team be approved to oversee the implementation and management of the Connect To Work Programme across the South East Wales Region, as set out in the report (paragraph 23); and that the Into Work Advice Service, will deliver the Connect to Work Programme in Cardiff, as set out in the report and, in particular, paragraphs 33 and 35.
  1. Authority be delegated to the Assistant Director for Housing & Communities in consultation with the Corporate Director – Resources (Section 151 Officer), Director of Governance & Legal, Cabinet Member for Tackling Poverty & Supporting Young People and the Cabinet Member for Finance, Modernisation & Performance to:

                          i.          approve entry into a grant funding agreement with the Department for Work and Pensions to develop the Connect To Work Programme,

                         ii.          approve entry into agreements with the South East Wales Regional Local Authorities, to allocate funding for delivery of the programme in their areas,

                       iii.          if applicable, authorise any formal variations required to project delivery and financial profiles, including grant agreements based on performance or changes to Connect To Work guidance.

                       iv.          If applicable, amend the Connect to Work Delivery Plan based on new guidance from the Department for Work and Pensions.
