Appendix A to this report is not for publication as it contains exempt information of the description in paragraph(s) 14 and 16 of Part 1 of Schedule 12A of the Local Government Act 1972

AGREED: that

1. the shortlisting of bidding parties following the administration of the PQQ for the Procurement of Area A Development at Atlantic Wharf and subject to receiving sufficient responses to any PQQ clarifications be authorised.

1. the procurement documentation, including the evaluation criteria, be approved and issued to those organisations identified in Appendix A and to continue with the procurement process.

Reasons for the decision

The successfully shortlisted bidders will be invited to submit a full tender response that will inform the Full Business Case scheduled to be presented to Cabinet in May 2024. 

In order to ensure sufficient time and resource is available for this process and to optimise the development of the Full Business Case, shortlisting must be concluded by 3rd November 2023 and the next stage of dialogue progress over the coming weeks.
