Purpose
Cardiff Works services were aligned with the Into Work team win 2019. A full review was carried out in 2020 and Cabinet agreed a way forward to modernise and enhance this service. This report will provide an update of its success to date, including the new Cardiff Works Ready scheme.
The current external agency contract ends in October 2023. It is proposed that a new competitive exercise will be required and following a full competition via the National Procurement Service (“NPS”) framework the successful bidder will be awarded the new contract to continue agency services for the authority.

RESOLVED that
- It be noted that the progress being made by the Council’s in house recruitment service “Cardiff Works”.
- the overarching approach for the procurement of Vendor Neutral Agency Worker Services be approved.
- Authority be delegated to the Corporate Director of People and Communities, in consultation with the Cabinet Member for Finance, Modernisation & Performance, to determine all aspects of the procurement process (including approving the evaluation criteria to be used, commencement of the procurement process, the award of the contracts and all ancillary matters pertaining to the procurement).
