Decision

This report is urgent due to the need to make an urgent decision in order to conclude contractual arrangements by the 31st May 2026.

With advice from statutory officers, the Chair of Scrutiny has agreed to disapply call-in due to urgency and the significant impact a call-in would have on the outcome and implementation of the urgent decisions outlined in the report. Delay in proceeding with the decision due to the call-in process would be prejudicial to the Council’s interest.

Appendix A to this report is exempt from publication on the basis that it contains information of the description set out in paragraphs 14 and 16 of schedule 12A of the Local Government Act 1972

Appendix B to this report is exempt from publication on the basis that it contains information of the description set out in paragraphs 14 of schedule 12A of the Local Government Act 1972 and in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information

AGREED: that the contract terms as set out in Confidential Appendices A and B be approved and finalised.

Reasons for the decision

Following conclusion of the Procurement process and the notification of successful bidder, a level of due diligence has been undertaken in order to ensure that the Contract terms to be signed are acceptable to Cardiff Council.
