AGREED: that

i)     entry into a Grant Funding Agreement with the Department for Work & Pensions (DWP), for the Connect To Work Programme be approved

ii)    entry in to ‘side letters/back to back arrangements’ with the nine regional South East Wales Local Authorities be approved.

Reasons for the decision

To allow Cardiff Council to formally accept DWP funding required to deliver the Connect To Work Programme for the South East Wales region, and to put in place the necessary legal arrangements (through DWP Side Letters and/or back to back arrangements) with regional Local Authorities.  Entering in to the Grant Funding Agreement will ensure the council can administer and distribute funding lawfully, adhere to compliance requirements and fulfil its role as the Accountable Body.
