AGREED: that the Migrant Workers Charter Operational Tool be approved to support the delivery and assurance of the Migrant Workers Charter, agreed by Cabinet in January 2026.

Reasons for the decision

·To ensure that the commitments set out in the Migrant Workers Charter are consistently implemented across all commissioned, regulated adult social care services, supported by robust monitoring and assurance arrangements that evidence compliance.

·This approach will help address concerns about unfair working practices evident among some providers, while also recognising, reinforcing, and building upon the good practice already demonstrated by others.
