AGREED: that the direct award of a contract to Cardiff YMCA to provide Low-Level Hostel Provision be authorised for a period of 4 years with the option to extend by a further 12 months, commencing on 1st July 2026.

Reasons for the decision

·      To appoint a contractor to deliver low-level supported accommodation provision to vulnerable single people facing homelessness in Cardiff.

·      To comply with the prescribed commissioning and procurement legislation and processes.

·      To ensure delivery of vital accommodation and support services for vulnerable residents in accordance with Housing Support Grant Guidance and line with our statutory duties under the Housing (Wales) Act 2014.
