Decision

Appendices 1-7 to this report are exempt from publication because they contain information on the kind described in paragraph 14 of Schedule 12A, Part 4 of the Local Government Act 1972.

AGREED: that entering into of an enabling (early works) package with Wates Residential under a JCT Design & Build contract for the Former Michaelston College site be approved.

Reasons for the decision

1.     The site requires significant preparatory works prior to commencement of the main construction contract. The proposed enabling package will allow critical site remediation, infrastructure, access works and works to the Ely and Caerau Integrated Children’s Centre (ECICC) to be undertaken in advance of the main contract whilst progressing detailed design development, governance, approvals and funding processes.

2.     This will help to accelerate delivery of new council homes and provide earlier rental income.

3.     Enabling packages have proven successful across Cardiff Living to satisfactorily prepare sites ahead of main works contracts.
