Purpose

1. This report seeks Cabinet approval to publish a refreshed Home to School Transport Policy in October 2026, for implementation from September 2027.

1. The refresh does not propose any changes to eligibility, entitlement, or the level of transport provision offered in Cardiff.  The purpose of the refresh is to align Cardiff Council Policy more clearly with current legislation, guidance and operational practice and to improve the accessibility of information for learners, families, schools and wider stakeholders

Decision

Councillor Peter Bradbury declared a personal and prejudicial interest in this item as family members use the service. Cllr Bradbury left the meeting and did not take part in decision making related to this item.

RESOLVED: that

1. the publication of refreshed Home to School Transport Policy in October 2026 be approved;
2. it be noted that no substantive policy changes are proposed;
3. authority be delegated to the Director of Education and the Director of Development and Growth, in consultation with the Cabinet Member for Education, to make further minor changes or updates to the policy in the future where there are no substantive changes to learner entitlement.
