Decision
AGREED that
- a contractor be procured to carry out the construction works to refurbish a property via Lot 3 of the of the SEWSCAP 4 Framework. The estimated value of the works is £1.18m + VAT.
- the tender evaluation criteria set out in this report be approved.
- it be noted that the revenue resources required to operate the service are already committed. Following registration, existing expenditure on the current service model will transfer to the operation of the registered home, with no additional revenue budget requirement arising from this decision.
Reasons for the decision
The purpose of the decision is to enable the Council to tender for the refurbishment works and convert an operationally successful but currently unregistered setting into safe, sustainable and fully regulated in-house residential provision. The investment will protect continuity of care, consolidate the significant reduction in reliance on Operating Without Registration arrangements, reduce exposure to regulatory enforcement and preserve substantial cost avoidance against high-cost alternative placements, at the same time as delivering excellent outcomes for young people.
