AGREED: that

  1. tenders be invited for replacement coach contracts, from all of the suppliers in Lot 1 of the Dynamic Purchasing System for Passenger Transport (DPS) Framework.
  2. tenders be invited for replacement minibus contracts, from all of the suppliers in Lot 2 of the DPS.
  3. Tenders be invited for replacement wheelchair accessible minibus contracts, from all of the suppliers in Lot 4 of the DPS.
  4. The tender evaluation criteria set out in the body of the report be approved.

Reasons for the decision

1.    To enable officers to commence the tender process for replacement contracts via Lot 1 (coach), Lot 2 (Minibus) and Lot 4 (wheelchair accessible minibus) of the Dynamic Purchasing System (DPS) for Passenger Transport to ensure the Council will be fully compliant in respect of these contracts and also ensuring the said contracts are allocated efficiently and as cost effectively as possible. The DPS arrangement will continue to allow new entrants onto the DPS ensuring that contract rates are competitive and meet any changing service requirements.

2.    To enable the direct award spot contracts with the existing transport providers following consultation and approval from the Director for Education, where the change to the transport provision would be detrimental to the pupil’s wellbeing.
