Purpose
In 2025 a project brief was agreed with Cabinet Member for Waste, Recycling, Parks, Gardens and Green Open Space and Cabinet Member for Economic Development, Culture, Wellbeing and Public Realm. This project brief built upon a body of earlier work set out in a Public Art Strategy for the Honeybourne Line (2016). The brief has been simplified, ensuring we have value for money and deliverable outcomes.
Decision
To enter into a contract with Neith Art and Sculpture for a total of £60,000 for their ‘A Time, A Place’ proposal to introduce six wood sculptural interventions at six stations along the line to act as Cheltenham’s historical story telling. Foregrounding people who have often been left out of public history, working class lives, women’s roles and unseen labour.
Alternative options considered
To not spend the funding available. This funding is derived from Section 106 funding, and it is in the interests of the local community to invest these funds. The relevant Cabinet members have had full oversight of the funding and the project and have instructed officers to deliver the project.
