the cost based
service assessment contract be awarded to PA Consulting following a
competitive tendering exercise.

Reasons for the decision

The council has undertaken a
competitive tendering exercise to bring in support to run a
cost-based service assessment exercise to assist the
council’s budget and business planning process and approach
to transformation. Following moderation of scoring across the bids
received, the tender that received the highest score against the
council’s weighted criteria was PA Consulting. It is
therefore recommended to award the contract for the work to PA
Consulting.

Alternative options considered

Option1: To award the tender to
another tenderer. This is not recommended as, following moderation
of scoring across the bids received, the tender that received the
highest score against the council’s weighted criteria was PA
Consulting
