Decision
To approve the revised Waste Management and Fly Tipping Policy and the associated amendments required to reflect legislative changes, operational service developments and updated service standards.
The amendments include:
· The introduction of separate household food waste collections in accordance with the Government's Simpler Recycling requirements.
· Updates to enforcement provisions, including revised Fixed Penalty Notice levels
· The introduction of a revised service standard for the return of eligible missed bin collections within three working days of notification.
Whilst the policy direction was approved in 2024, implementation has been dependent upon a number of interrelated factors, including the procurement and mobilisation of vehicles, containers, development of operating models and collection rounds, recruitment and training requirements and budget planning, These activities have required a significant programme of preparatory work to ensure that the service can be implemented effectively, efficiently and in a manner that minimises disruption to residents.
Therefore, the revised policy will replace the existing Waste Management and Fly Tipping Policy and will take effect from the date the Food Waste Collections commence which is anticipated to be late Autum 2026.
