Purpose

Following a competitive procurement exercise,
via a mini competition on the Procure Partnerships Framework,
Stepnell were identified as the preferred contractor.

A decision was taken in September 2023 by the Service Director for
Economic Growth, in consultation with the Cabinet Member for
Economic Growth, and Cabinet Member for Town Centres and Visitor
Economy, to award a contract to Stepnell Ltd. on a two-stage design
and build basis with Pre-Construction Services Agreement. That
decision covered the first stage of the contract, with a
recommendation that a further officer decision be taken to enter
the second stage of the contract (this approval).

That the Councils enters a JCT Design and
Build contract with Stepnell Ltd for the delivery of Staveley 21 at
a contract sum of £4,053,000.
