*RESOLVED

 
That it be recommended to Full Council:
 

1.  
That the updated General Fund Capital Programme expenditure and
financing be approved as set out at Appendix A to
the officer’s report.
 

2.  
That grant funding from the East Midlands Combined County Authority
be accepted to contribute towards the acquisition of strategic
sites.
 

3.  
That the existing capital allocation for property maintenance and
decarbonisation be increased by £200k in both 2026/27 and
2027/28.
 

4.  
That the existing ICT Capital Programme allocation be increased by
£150k in both 2026/27 and 2027/28.
 

5.  
That the new schemes totalling £1.160m be included within the
Capital Programme at this stage and that authority be delegated to
Cabinet to approve the individual schemes subject to the
development of full business cases and confirmation of available
funding.
 

6.  
That the establishment of a £500k Capital Programme
Contingency for 2026/27 be approved and authority be delegated to
Cabinet to approve the use of the Contingency Fund as required.
 

7.  
That the proposals relating to the reallocation of funding for the
Stephenson Memorial Hall Project be approved, reducing the use of
capital receipts by £300k and increasing the contribution
from the Markham Vale Business Rates Reserve by the same amount, in
order to reduce reliance on capital receipts within the Capital
Programme.
 
REASON FOR
DECISIONS
 
To ensure the Council is able
to make capital investments to support delivery of its stated
vision and priorities, as set out within the Council Plan 2023
– 2027, and to evidence that such expenditure is
appropriately funded.
