Staveley 21 – Staveley Town Deal Windfall Money Revised Approach; Design work for the Pavilion and outline strategy for the delivery of the Staveley Masterplan (in the medium term)

Purpose

This provides an update to the ODR taken by
the Service Director for Economic Growth (30/3/2023) and the
subsequent confirmation from PAM 13 that they would not sell their
interest in the Barnfield Close block for the value we were able to
offer.
Following the withdrawal of a previously agreed Staveley Town Deal
project, an underspend has been identified within the Staveley Town
Deal programme, of which £1.18m has been identified for
preferred allocation to Staveley 21.
The Staveley 21 project team has been asked by the Town Deal Board
to consider opportunities for spend within Staveley town centre,
which has identified a potential extension to the existing approved
project, consisting of enhanced public realm, connectivity and
wayfinding.
The project was given a 12-week period in which to develop this
option out and submit a formal Project Adjustment Form to the Town
Deal Board. The submission needs to be supported by RIBA Stage 3
designs, an accompanying cost plan, and an economic assessment
which includes a Benefit-Cost Ratio (BCR) calculation and value for
money assessment.
The appointment of Architects to develop the Pavilion building to
RIBA Stage 3, falls under the already approved Staveley 21 project.
However, these works will develop at risk, to allow for the
potential of the library to move into the building, as well as an
unknown user for the first floor.
Derbyshire County Council are required to undertake a public
consultation prior to the move of any library and RIBA Stage 3
designs are required as part of that consultation. In addition,
undertaking full RIBA 3 design works for the building at this stage
will help to mitigate some of the risk to the programme as a result
of the time needed for the consultation to take place.

Content

The Service Director for Economic Growth has
agreed the following next steps:
1.Develop other proposals for Town Deal funding underspend to
support the original Staveley 21 scheme. Be creative around the
market space to define proposals that will increase footfall.
2.Develop and submit a Project Adjustment Request (PAR) to the Town
Deal Board to reflect proposal number one (above), alongside a raft
of enhanced public realm works, in accordance with budget
availability.
3.To instruct the appointment of Landscape Architects to develop
designs for the proposed enhanced public realm works to RIBA Stage
3; and to support the PAR to help bring forwards creative solutions
in the Market Place that will drive footfall.
4.Instruct Architects to develop designs for the proposed Pavilion
building to RIBA Stage 3 for a library at the ground floor (not yet
confirmed by Derbyshire County Council) or alternative use and for
a yet to be confirmed use on the first floor (current thoughts are
around incubator units).
5.Appoint Structural Engineers to support the Pavilion design
works.
6.Appoint a Cost Consultant to support both the PAR and Pavilion
developmental work outlined above.
7.Develop an outline delivery strategy for the Staveley masterplan
(outside scope of PAR).
