The Hearing Sub Committee considers complaints that a councillor in Chichester District or its parish councils may have breached the Members' Code of Conduct. It conducts hearings where the investigating officer, complainant, and councillor can present their case, with an Independent Person offering advice.
Following a hearing, the committee decides if a breach occurred and can impose sanctions. These include publishing findings, issuing a formal censure, reporting to Full Council or parish councils, and recommending actions such as removal from committees, cabinet, or outside appointments. It can also recommend training or the withdrawal of facilities, but cannot suspend or disqualify councillors or withdraw allowances.
