1.     
Members were minded to
refuse planning permission, for the following
reason:

It has not been adequately demonstrated that the
proposal would not result in an increased risk of flooding both
within and outside of the application site. The application fails
to comply with Policy 29 of the Central Lancashire Core Strategy
2012 which seeks to appraise, manage and reduce flood risk in all
new developments, and is contrary to Paragraph 181 of the National
Planning Policy Framework, which has similar aims.
2.     
Members approved that delegated authority be granted
to the Head of Planning and Enforcement, in agreement with the
Chair, to amend the grounds upon which the appeal is contested
should additional information become available that has a
significant impact upon the Council’s case.
