Reasons for recommendations
The new shared Compliance Team
would provide an improved Planning Enforcement service, which will
remove the need to rely on consultancy staff at both councils to
provide a Senior level planning enforcement service. Enforcement is
a key area for both councils, and this structure allows 2 new
Senior Compliance Officer (Enforcement) posts to be created which
will help to ensure that there is a more robust and reactive
planning enforcement provided to the residents of the
boroughs.
 
The team will also increase
capacity at both councils in relation to the collection and
monitoring of CIL and Planning Obligations which are achieved
through the planning process. This is especially important in SRBC
as there have been more recent historical issues in the service due
to staffing capacity and expertise/oversight. Having a robust and
experienced team in place at both councils will ensure that the CIL
and Planning Obligations achieved through the planning process are
maximised; collected and monitored.
