Reasons for recommendations
The recommendations are
proposed to reflect the council’s commitment to supporting
VCFS groups and development. The approach will maximise the impact
of the commissioning budget by ensuring that the existing
commissions continue to provide value for money and align with the
council priorities.

The current commissioning
matches with the work that the council has developed over recent
years; including Chorley Together, social prescribing, community
resilience, and financial hardship.

Chorley Council has set out how
it will respond to challenges in the coming years with a focus on
prevention and early intervention, as an integral part of public
service delivery. The services proactively address the needs
highlighted above to give support to vulnerable groups through the
commissions, and successful providers show flexibility of approach
to meet changing demands.

Other
options considered and rejected
To not provide funding to VCFS
organisations through commissioning model.  This would result in significant negative impact
on supporting residents to avoid crisis situations and increase in
vulnerable people across the borough.
