Reasons for recommendations

1.     
This project is a key component in delivering the
wider town centre improvement programme. It will enable the
relocation of council staff from the Union Street offices, thereby
facilitating the development of the proposed Health Hub. The
project will also provide alternative office accommodation within
the town centre.

2.     
The unit in question has remained unoccupied for an
extended period. Investment in its conversion to office use will
not only address this long-term vacancy but also generate a
sustainable income stream for the council once the space is
leased.
 
Other
options considered and rejected
A ‘do nothing’
approach was considered; however, this option was discounted as the
council requires additional town centre office space to support the
delivery of the town centre improvement project.
