Content

1.     
That the Executive Member approves the revised
procurement strategy for the appointment of a contractor to
undertake the Chorley Town Hall improvement and decarbonisation
works via the Clear Futures or a comparable framework.

2.     
To note that a further report will be presented to
the Executive Cabinet for approval of the contractor appointment
following completion of the procurement process.
 
Reasons for recommendations

1.     
To progress essential improvement works identified
in the condition survey to address critical issues with the
building’s fabric and services.

2.     
To deliver decarbonisation measures funded through
the Public Sector Decarbonisation Scheme Phase 4, supported by over
£5 million in Salix funding.

3.     
To contribute to the Council’s strategic
objective of achieving net carbon zero by 2030 by reducing energy
consumption and integrating renewable energy
technologies.
 
Other
options considered and rejected
Do nothing – This option
was discounted as it would result in continued deterioration of the
building’s condition, leading to increased maintenance costs,
reduced energy efficiency, potential compliance risks, and further
structural degradation.
