Reasons for recommendations

1.     
The award of the enabling package of works will
allow for programme risk to be managed effectively allowing for key
work packages to be completed early, reducing the main contract
build period.

2.     
This will contribute towards ensuring the Bengal St
Depot site can be released without any delays to bring forward the
new residential scheme which is part of the wider Town Centre
Improvement works.

3.     
To mitigate the risk to funding on the Bengal St
Depot project secured through the governments previously titled
Levelling Up Fund.

4.     
Letter of Intent (LOI’s) are widely used in
the construction industry and particularly beneficial for time
sensitive projects which applies to this programme.
 
Other
options considered and rejected
To not undertake the
‘enabling works package’ – This has been rejected
as this would not contribute towards achieving an earlier
completion programme which would impact on delays to the relocation
of the depot services and land release of the Bengal St Depot site
for the new residential scheme.
