1.     
To appoint John Turner Construction Ltd directly
through the RISE framework to carry out improvements and
decarbonisation works at All Season Leisure Centre under a JCT
Design and Build contract for £4,060,000 (excluding
VAT).

2.     
To engage Gosling Consulting for quantity surveying
and contract administration services by direct award via the Rise
Framework, at a cost of £40,000 (excluding VAT).

3.     
To authorise payment of £100,000 (excluding
VAT) to South Ribble Borough Council for the acquisition of surplus
and unused decarbonisation equipment.

4.     
To approve the contract award and authorise payment
of £113,541.75 (excluding VAT) to Electricity North West for upgrades to the electrical
supply.

5.     
To approve a £1.228 million increase to the
capital budget (excluding VAT), funded by the Salix
grant.
