Reasons for recommendations

1.     
The absence of a liquid fuel supply contract will
lead to reliance on commercial fuel stations which would be more
expensive and operationally inefficient. 

2.     
Awarding the contract will ensure that the Council
complies with Contract Procedure Rules (CPRs) and procurement
regulations.
 
Other
options considered and rejected
To restart the procurement
exercise was rejected. Given the lead times involved, it would
extend the period without a contract and there is no guarantee a
new procurement process would achieve better value for the
Council.
