Decision

  1. To delegate the planning enforcement function to South Ribble Borough Council, solely for the purposes of entering into a S106 legal agreement for use of specific council owned land as a biodiversity net gain Habitat Bank.
  2. To accept the planning enforcement function from another local planning authority for the purpose of entering a Section 106 agreement to enable LPA’s land to be legally secured as a Habitat Bank only in reciprocal arrangements.
