On recommendation from procurement officers, a
premarket engagement exercise has been completed which has
demonstrated that the best value for money and quality is being
achieved.
The successful party are the incumbent
supplier for garden waste subscription stickers. The bespoke nature
and specific requirements of the service being procured means that
there are a limited number of suppliers and alternative suppliers
cannot match the required service specification exactly, meaning a
departure from the contract procedure rules is appropriate in the
circumstances.
Other options
considered and rejected
Chorley Council could tender for a new garden
waste subscription sticker service. However, the premarket
engagement exercise demonstrated that the successful party were
able to offer the councils favourable commercial terms and an
unmatched quality of product/service. As the incumbent supplier,
the council have also undertaken significant integration work with
existing systems into them. This ensures continuity of service and
minimal disruption to residents.
The council could opt not to use garden waste
stickers, however, whilst this would lead to savings it would also
cause operational challenges and inefficiencies in the
service.
