Reasons for
recommendations

1.   
Due to the
high level of skill in data modelling and numerical pathway
development, this work cannot be completed in house.
2.   
The
completion of the carbon pathway work was a request from members
through the Climate Change Working Group.
3.   
This work
has been approved by Senior Management Team and Leader Brief prior
to Executive Member Decision.
Other options
considered and rejected
For the work to not be
completed and continue to work off the higher-level Lancashire
Carbon Pathway studies published.
