1. The cost for terminating the employment under medical capability, is the same, but would carry the additional risk of an appeal against dismissal and potential tribunal claim.
2. To mitigate the impact upon the service and enable recruitment to the role.

Termination of the employment contract on the grounds of medical capability would incur the same costs and carry additional risks to the Council.
