To award the contract to another contractor. This has been rejected as the robust competitive tender process has demonstrated that successful bid offered a tender that met the council’s criteria.

To deliver the service in house.  This has been rejected due to the specific nature and volume of the work to be undertaken and the reliance of audit upon third party expertise.
