To enter into an agreement with the Wear
Rivers Trust to undertake a range of agreed activities with
volunteers cross a number of identified
Council-owned woodlands.
· The Wear Rivers Trust (WRT) have had
issues gaining permission from the council to undertake a range of
environmental activities with their volunteers on council land.
· The process to date has meant separate
licences from the Council or more recently, going through the
Safety Advisory Group (SAG). Neither are useful as they are onerous
and lengthy, often taking over 6 months for approval. Precise
details such as dates of activities is required, which is not
always possible eg. control of
non-native species cannot be pinned down to a particular day due to
variables such as the life cycle of the plant or the weather. The
WRT often work with school groups, who are not always in a position to plan so far ahead of time. There is
also a demand from local people to volunteer with the WRT with work
in their local woodlands.
· This licence agreement ensures that
systems and safeguards are in place to allow these activities to
take place whilst ensuring duty of care by the Council and the WRT.
It is a streamline process with some flexibility which allows for
the nature and scope of works.
· The agreement will be reviewed on an
annual basis. It is hoped that the agreement can be modified to
cover activities by other organisations on Council land, such as
the Probation Service.
