Decision

a) to deliver a high profile behaviour change campaign, including a coordinated, multi?channel rollout targeting littering hotspots and key audiences;

b) support the introduction of a smaller Autumn Big Clean campaign, building on the success of the Big Spring Clean and further embedding year?round community participation;

c) the principle to a pilot to use cameras to capture littering offences from vehicles, final approval of detail to be provided by Director of Legal and Democratic Services

d) approve an increase in targeted, in?person enforcement activity, focusing on identified hotspots and peak times to maximise deterrence and visibility;

e) support a future report for expanded use of civil enforcement powers for littering from vehicles, including enabling offences to be evidenced where appropriate by community reporting;

f) to work in consultation with the Director of Legal and Governance along with the Portfolio holder to update Fixed Penalty Notice (FPN) levels for litter, including of:

i. increasing the standard FPN up to £500;

ii. introducing an e?learning option at a reduced rate

(e.g. £250)

iii. trial a restorative option (e.g. £125 with 4 hour litter picking requirement)

g) agree that any revised enforcement model is subject to legal and operational feasibility, with clear processes for monitoring compliance and managing risks; and
