The Licensing Act 2003 requires that any application for a new licence, or any application to vary an element of an existing licence, has to be the subject of public consultation through which representations can be made in relation to the licensing objectives. The licensing objectives are:

·       The prevention of crime and disorder

·       Public safety

·       The prevention of public nuisance

·       The protection of children from harm.

Representations should clearly relate to the premises for which the application is being made, should set out the effects the application is likely to have on the promotion of at least one of the licensing objectives, and should be clearly evidenced.

The submission of relevant representations will normally result in a hearing by the Licensing Sub-Committee in order to determine the application. A minimum of three Licensing Committee members will be called upon to form a Sub-Committee and meetings will take place as required.
