The report and decision will seek to:

For the reasons as detailed in the report and appendix, the Cabinet Member for Health and Adult Social Care AGREED to:

Approve the commissioning intentions/procurement strategy set out in this report which will lead to the award of a contract for the delivery of Croydon’s Adult Health Behaviours service for a period of five years at an estimated total contract value of £5,000,000 (five million pounds) comprised of an annual contract value of £1,000,000 (one million pounds).

Reasons for the decision

To provide better outcomes for residents, reflect population needs, address service challenges and maximise opportunities, Live Well Croydon (Adult Healthy Behaviours Service) should be commissioned externally.

The current internal service has not been delivered at a scale necessary to meet population need. Limited service delivery options and limited geographical reach in the borough have also affected the service’s ability in accessing priority groups and those within deprived areas. Additionally, due to recruitment efforts proving difficult, the service has required significant Public Health staff resource.

This recommendation will also allow Croydon Public Health consultant/principal and commissioners to:

  • Focus on contract management with strong governance
  • Free up Public Health staff to work on existing portfolio areas
  • Work with the VCFS to improve resident health and reduce health inequalities.
